A batter is out when hitting a foul ball while either foot or knee is touching the ground completely outside the lines of the batters box or touching home plate when one of the following occurs:. A. Fair ball. B. Foul ball. C. Foul tip. D. All of the above

D HOWEVER Knee touching the ground doesn't matter in OBR or NCAA. Touching the plate doesn't matter in OBR.
