if a batter squares around to bunt and never pulls the bat back and is hit by the pitch, is that a dead ball, batter takes first base or a strike because the batter didn't attempt to pull the bat back?

The ball is dead. Did he offer at the pitch? (Failing to pull the bat back is not necessarily offering at the pitch) If yes, Strike. If no, was the ball in the strike zone when he was hit? If yes,

Assuming the pitch was not in the strike zone, batter should be awarded first on the HBP. Not pulling the bat back is not an attempt to offer at the pitch.
