I know a pitcher does not have have to come to a complete stop when coming set when throwing to a base for a pickoff attempt, only when he's going to pitch. But are they any other restrictions or can the pitcher throw over at any time from the rubber, as long as he gains distance and direction and as long he's not committed to the pitch?  I'm referring to those quick snap throws from a RHP (or LHP) to 1B just as he is starting to bring his arms together, or his hands are together but just being lowered, etc.

In other words as far as understand it a pitcher can throw to a base from the rubber at any point in his delivery process, as long as he's not committed to the plate, correct?  What are the rule references, OBR

​No.

As for rule references: if it's not prohibited, it's generally permissible. Since rules prohibit rather than permit, you (usually) can't cite rules permitting actions. The burden is thus always on those who say something is illegal to provide a citation.

Hello Mudder --From the 2014 OBR

Rule 8.01c--At any time during the pitcher's preliminary movements and until his natural pitching motion commits him to the pitch, he may throw to any base provided he steps directly toward such base before making the throw. COMMENT: The pitcher shall step "ahead of the throw." A snap throw followed by the step directly toward the base is a balk.
