If the results of the play include any subsequent appeal, then the OHC is being forced to make a choice before he knows what the results of the play are. That doesn't seem right.
Imagine telling the OHC he just chose a bases-clearing DP over 1st and 3rd with less than two outs. If the OHC said: "Sir, I need to know if my runner will be appealed before I make my election" what would you say to him? "I can't tell you, it's a secret" probably wouldn't go over well.
