Fed rules so 90 foot bases. Batter lays one down in front of the plate. The catcher quickly fields the bunt and plugs him in fair ground 30 feet down the first base line. Is he out for interference?

8-4-1g "he runs outside the three-foot running lane (last half of the distance from home plate to first) ..."

What's the logic behind the "last half" aspect of the running lane?  Is the thinking that if the runner is not yet half-way to first-base then the fielder has time to take a step or two to clear him before making the throw?

1) It give the runner time to get into the lane (leaving from most positions in the batter's box puts the runner outside the lane at the start)

2) the original purpose of the rule is to prevent "crashing" (or threatening to crash)  into F3 -- it's hard to do that when you're more than 45' away.  (They probably could have made it less, but  1/2 is a good reference point)

Hypothetically, if F3 stands in the middle of the base and the BR crashes him, would he be able to turn any outs into safes? It seems that if the runner is there in time to disrupt F3 gaining secure possession, he's safe anyway due to beating the throw.
