go to the mouth while in the dirt area; however, the pitcher must wipe
off the fingers before pitching.
What does "before pitching" mean? When F1 contacts the rubber or when F1 places his wet fingers on the ball? Certainly, it's not F1's commitment to delivery of a pitch.
Do you wait until F1 contacts the rubber before you call the infraction (similar to FED)? Therefore, F1 could place his wet fingers on the ball before engaging the rubber and still not technically be in jeopardy of having a ball called on him.
I'm not quite sure how to interpret "...must wipe off before pitching." What is the practice in NCAA?

I believe the proper enforcement is (now) similar to FED.
If the pitcher goes to his mouth with his pitching hand while off the rubber, then grips the ball and engages the rubber, you award a ball to the batter as soon as he engages the rubber.

Wow, 3rd game of the season. Where's the love? Notice just prior to the slipped pitch, the bush league way everybody comes out of the dugout after the dinger like it is a walk off HR.

If you see him lick his fingers and touch the ball while off the rubber, kill it and change the ball and tell him not to do it again.It looks like this pitcher must have gone to his mouth without wiping and the umpires missed it. However, his spitball strategy failed and the wet ball slipped out of his hand at 1:09.

We wear black for all conference (D-1,D-2,D-3,JUCO) and you can wear navy blue for non-conference but no one does.
Here in WA/OR no one wants to wear Navy anymore. Remember what they say... black is a slimming color!

Our HS default color is still dark blue but I avoid it like the plague.

But I get to work with a lot of the new guys and unfortunately all they buy at first is Navy or Powder. I have spares but I am not one to lend others my shirts.
